Commerce and ITC clocks
Commerce requests entries of appearance within 10 days of publication. Domestic interested parties must file a notice of intent to participate not later than 15 days after publication (by our count from November 2, 2026, November 17, 2026) or Commerce automatically revokes the order without further review (19 CFR 351.218(d)(1)(iii)). Complete substantive responses are due not later than 30 days after publication (by our count, December 2, 2026). File via ACCESS.
ITC: instituted November 2, 2026; responses due December 2, 2026; comments on adequacy by January 12, 2027. The ITC will decide on full or expedited reviews after assessing adequacy. This batch follows the earlier October monthly sunset packages covered in thermal paper four-country AD first sunset reviews and aluminum foil sunset reviews (Oct 2026); those are separate proceedings.
AD and CVD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries can still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim. Do not predict revocation or continuation.
