Verification, briefs, and hearing

Commerce intends to verify the information relied upon before the final results (section 782(i)(3) of the Act). Case briefs or other written comments are due no later than seven days after the last verification report is issued; rebuttal briefs five days after case briefs. Public executive summaries of no more than 450 words per issue are requested. Hearing requests must be filed via ACCESS within 30 days after publication (by our count from November 2, 2026, December 2, 2026).

Assessment and cash deposits

These are preliminary results. Cash deposit rates change only with the final results. The all-others rate continues at 22.00% from the LTFV investigation. If a final respondent margin (or importer-specific ad valorem assessment rate) is zero or de minimis (below 0.50 percent), Commerce will instruct CBP to liquidate appropriate entries without regard to antidumping duties. Under the automatic assessment practice, POR merchandise produced by a respondent that did not know the goods were destined for the United States liquidates at the LTFV all-others rate if there is no rate for the intermediary.

Importers must file the reimbursement certificate under 19 CFR 351.402(f)(2) before liquidation; failure can lead to a presumption of reimbursement and double antidumping duties. Do not treat these prelims as finals.

Drawback note

Antidumping duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries can still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim.

  • Watch ACCESS for the PDM and verification reports: file via ACCESS by 5:00 p.m. Eastern on the deadline.
  • File reimbursement certificates under 19 CFR 351.402(f)(2) before liquidation of POR entries.
