What this stage is (and is not)
This is the ITC's institution of preliminary phase investigations under sections 703(a) and 733(a) of the Tariff Act. Commerce has not yet published an initiation notice. This article does not state any alleged dumping or subsidy margins (none appear in the ITC notice). AD/CVD cash deposits would apply only if Commerce later issues affirmative preliminary determinations.
Importers of shopping carts and parts can review supply chains and entry data now, map China-origin volume under HTS 8716.80.50, and decide whether to enter an appearance by November 9, 2026 (by our count). Do not assume initiation, injury, or dumping findings.
If AD/CVD duties are later assessed, they are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries can still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim.

- Inventory China-origin carts and parts under HTS 8716.80.50 and flag open purchase orders.
- Decide on ITC participation: appearance/APO by November 9, 2026 (by our count); conference appearance requests by noon November 16.
- Do not treat petitions as duties: deposits apply only if Commerce later issues affirmative preliminaries. Commerce initiation is still pending.
