The Foreign-Trade Zones Board published three notices dated October 28, 2026 (Colin Agostisi, Executive Secretary): a production notification for Honeywell Aerospace US LLC in FTZ 17 (Olathe, Kansas); a Subzone 72B redesignation application for Eli Lilly and Company sites in Indiana; and approval of Subzone 222D for Vulcaflex Inc. in Auburn, Alabama. The notices (FR Docs. 2026-22302, 2026-22303, 2026-22304) were placed on public inspection October 30, 2026 at 8:45 a.m. and are scheduled for publication November 2, 2026. Background: Foreign-Trade Zones Board; 15 CFR part 400.
Honeywell Olathe production notification open for comment; Lilly asks ASF-to-TSF redesignation (no new production authority); Vulcaflex Subzone 222D approved.
Notification, subzone application, ASF vs TSF
A production notification under 15 CFR 400.22 asks the Board to authorize described finished products and foreign-status materials/components (activity limited under 15 CFR 400.14(b)). A subzone application asks for site status under a zone grantee; subzone approval is not itself production authority. The alternative site framework (ASF) and traditional site framework (TSF) are different Board site-management structures; redesignation between them does not by itself grant production authority.
