Commerce published the November anniversary opportunity for interested parties to request administrative review of listed AD and CVD orders, findings, or suspended investigations, and to join the annual inquiry service list. The notice (FR Doc. 2026-22345) was placed on public inspection October 30, 2026 at 8:45 a.m. and is scheduled for publication November 2, 2026. Dated October 23, 2026, Scot Fullerton. A companion advance sunset notice (FR Doc. 2026-22313) states that no AD, CVD, or suspended-investigation sunset reviews are scheduled for initiation in December 2026. Prior month: October 2026 AD/CVD admin review opportunity.

Request November-anniversary AD/CVD reviews by the last day of November 2026 (Nov 30 is a Monday). No timely request means CBP assesses at the entry-time cash deposit rate.

Deadlines and periods of review

Requests are due not later than the last day of November 2026 (or the next business day if that date falls on a weekend, Federal holiday, or other day Commerce is closed). November 30, 2026 is a Monday. AD POR for listed November-anniversary orders: November 1, 2025 through October 31, 2026. CVD POR: January 1, 2025 through December 31, 2025. No suspension agreements are listed. File in ACCESS and serve the petitioner and each named exporter or producer (19 CFR 351.303(f)).

Representative orders on the November list

See the notice for every case number and the complete roster.

Importer and broker risk if nobody requests

If Commerce receives no timely review request for entries covered by a listed order for the identified POR, it will instruct CBP to assess AD/CVD at a rate equal to the cash deposit required at entry (or withdrawal from warehouse) and to continue collecting the previously ordered cash deposit. For importers expecting a lower company-specific rate, that locks assessment at the deposit rate for that POR.

ACCESS and selection mechanics

  • Respondent selection. CBP data released under APO within five days of initiation; selection decision within 35 days. Collapsing for selection only where a prior segment already collapsed the companies.
  • Withdrawal. A requester may withdraw within 90 days of initiation publication (19 CFR 351.213(d)(1)), subject to case-by-case extension.
  • PMS allegations. No later than 20 days after initial Section D responses.
  • NME entity. Not under review unless expressly requested.
  • AISL. New or amended entries of appearance within 30 days after the notice (by our count, December 2, 2026), finalized five business days later.

AD/CVD assessments and cash deposits remain generally outside drawback (AD/CVD drawback exclusion). Review strategy is a deposit and liquidation problem, not a drawback recovery path. Ordinary customs duties on the same entries can still be drawback-eligible when the claim otherwise qualifies (how to file a duty drawback claim). ACCESS: access.trade.gov.
