October 2026 AD/CVD admin review opportunity: request by month-end

Commerce published the October anniversary opportunity notice for interested parties to request administrative review of listed AD and CVD orders, findings, or suspended investigations. Applicable October 2, 2026 (91 FR 62695; FR Doc. 2026-20269). Requests are due not later than the last day of October 2026 (or the next business day if that date falls on a weekend, Federal holiday, or other day Commerce is closed), filed electronically in ACCESS.

Miss the October request deadline and Commerce instructs CBP to assess at the cash deposit rates in effect at entry, and to keep collecting those deposits. No review means no company-specific recalculation for the POR.

What is on the October list

AD proceedings with October anniversaries (POR generally 10/1/25–9/30/26) include hot-rolled steel flat products from Australia, Japan, Korea, Türkiye, the Netherlands, and the United Kingdom; carbon and certain alloy steel wire rod from Brazil, Indonesia, Mexico, Moldova, and Trinidad and Tobago; stainless steel flanges from India; gas powered pressure washers from Vietnam; steel concrete reinforcing bar from Taiwan; glycine from Thailand; and from China: boltless steel shelving units prepackaged for sale, electrolytic manganese dioxide, polyvinyl alcohol, and steel wire garment hangers.

CVD proceedings (POR generally 1/1/25–12/31/25) cover carbon and certain alloy steel wire rod from Brazil, stainless steel flanges from India, roasted in-shell pistachios from Iran, hot-rolled steel flat products from Korea, and China boltless steel shelving units prepackaged for sale. Suspension agreements listed: Argentina lemon juice and Russia uranium (both 10/1/25–9/30/26).

If Commerce receives no timely review request for entries covered by a listed order for the identified POR, it will instruct CBP to assess AD/CVD at a rate equal to the cash deposit required at entry (or withdrawal from warehouse) and to continue collecting the previously ordered cash deposit. For importers expecting a lower company rate, that is permanent assessment at the deposit rate for that POR. Domestic interested parties who want continued company-specific scrutiny must request on time.

ACCESS mechanics that trip filers

  • Name specific producers/exporters. Do not file a vague "all exporters" ask except where the NME entity is expressly requested under current practice.
  • New formatting rule. Multi-company requests need an alphabetical single-column appendix; previously collapsed or cross-owned firms stay grouped on one line, names separated by semicolons.
  • AISL update. Annual inquiry service lists for these proceedings update with this notice; new or amended entries of appearance are due within 30 days of publication.
  • Withdrawal clock. A requester may withdraw within 90 days of initiation publication (19 CFR 351.213(d)(1)), subject to case-by-case extension.

AD/CVD assessments and cash deposits remain generally outside drawback (AD/CVD drawback exclusion). Treat review strategy as a deposit and liquidation problem, not a drawback recovery path.
