Assessment at cash deposit rates required at entry. Instructions no earlier than Dec 2 (by our count); Mexico brass rod Dec 8.
Commerce is rescinding, in their entirety, 13 antidumping and 9 countervailing duty administrative reviews (22 segments) after all review requests were timely withdrawn within 90 days of initiation under 19 CFR 351.213(d)(1). The notice was placed on public inspection October 27, 2026 at 8:45 a.m. and is scheduled for publication October 28, 2026 (FR Doc. 2026-21977). Dated October 26, 2026, Scot Fullerton. Contact: Brenda E. Brown, (202) 482-4735.
22 AD/CVD review segments rescinded after timely withdrawals. CBP assesses at the cash deposit rate required at entry. No review-driven refund or bill.
What rescission means for importers
When Commerce rescinds an administrative review in full, it instructs CBP to assess AD and/or CVD duties on the covered POR entries at rates equal to the cash deposit of estimated duties required at the time of entry (19 CFR 351.212(c)(1)(i)). There is no company-specific review rate that refunds or bills against those deposits. Liquidation timing still matters for protests and for any ordinary-duty drawback claims on the same entries; plan for the assessment-instruction windows below without inventing liquidation dates.
Assessment: cash deposit rates at entry (19 CFR 351.212(c)(1)(i))

Assessment timing and reimbursement certificate
Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication for orders other than Canada or Mexico (by our count from October 28, 2026, December 2, 2026). For Canada or Mexico orders, the floor is 41 days after publication under 19 CFR 356.8(a) (by our count, December 8, 2026). Mexico brass rod (A-201-858) is the only Canada/Mexico item in this table.
Importers of merchandise subject to AD orders must file the reimbursement certificate under 19 CFR 351.402(f)(2) before liquidation of the relevant POR entries, or face a presumption of reimbursement and doubled antidumping duties.
These rescissions are separate from other mattress, CAAS, and phosphate-fertilizer tracks: Mattresses: ITC affirmative 7-country sunset (ITC sunset vote on mattress orders), CAAS aluminum sheet sunset full reviews schedule, and phosphate fertilizers Morocco/Russia CVD sunset full review.
AD and CVD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries may still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. Liquidation timing on those ordinary duties still matters for drawback. See AD/CVD drawback exclusion and how to file a duty drawback claim.
