Scope in brief

Covered merchandise is uncoated standard welded steel reinforcement wire mesh from smooth or deformed wire, in square and rectangular grids welded at all intersections, sold in rolls or sheets, produced to ASTM A1064/A1064M in seven styles:

  • 6X6 W1.4/W1.4 or D1.4/D1.4
  • 6X6 W2.1/W2.1 or D2.1/D2.1
  • 6X6 W2.9/W2.9 or D2.9/D2.9
  • 6X6 W4/W4 or D4/D4
  • 6X12 W4/W4 or D4/D4
  • 4X4 W2.9/W2.9 or D2.9/D2.9
  • 4X4 W4/W4 or D4/D4

All rolled wire mesh is included regardless of length. Any product imported, sold, or invoiced in the listed size combinations is in scope. ASTM A1064/A1064M permissible variations, oversteeling, and diameter tolerances apply; the notice also allows width/length combinations that vary by one grid size in any direction and center-to-center spacing that varies by up to one quarter of an inch from the nominal grid. Lack of certifications does not remove product from scope. Comparable foreign or proprietary specifications are included. Excluded: galvanized mesh with zinc coating meeting ASTM A641/A641M, and epoxy-coated mesh. HTSUS 7314.20.0000 and 7314.39.0000 are for convenience; the written description is dispositive.

Drawback note

AD and CVD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries can still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim.

Action items

  • Confirm style and coating: concrete, construction, and rebar-accessory importers should match product style against the seven ASTM styles and check galvanized or epoxy exclusions.
  • Keep deposits in landed cost: CBP continues collecting AD and CVD cash deposits at the rates in effect at time of entry.
  • Document exclusions carefully: galvanized (ASTM A641/A641M) or epoxy-coated mesh is out of scope; lack of ASTM paperwork does not take otherwise covered mesh out of scope.
