Scope snapshot and deposit posture
Scope covers OCTG: hollow steel products of circular cross-section including oil well casing and tubing, carbon and alloy, seamless or welded, regardless of end finish, API or non-API, finished or unfinished (including green tubes and limited service OCTG), plus OCTG coupling stock. Excluded: casing or tubing with 10.5 percent or more chromium by weight, drill pipe, unattached couplings, and unattached thread protectors. Merchandise is currently classified under HTSUS headings 7304, 7305, and 7306 (the notice lists many specific item numbers); the written scope is dispositive.
The AD margins and CVD rates above are sunset "likely to prevail" figures Commerce reported to the ITC. They are not new cash deposit rates. CBP continues to collect AD and CVD cash deposits at the rates in effect at the time of entry. Commerce intends to initiate the next five-year reviews not later than 30 days before the fifth anniversary of the ITC's last determination. Contact: Yang Jin Chun (202) 482-5760.
AD and CVD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on OCTG later exported or destroyed may still qualify if the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim. Ukraine OCTG also has a separate ongoing admin review: Ukraine OCTG AD review prelims 2024-2025.
Action items
- Confirm scope for casing, tubing, green tubes, limited service OCTG, and coupling stock from these five countries; check the chromium, drill pipe, and unattached-coupling exclusions.
- Keep AD/CVD deposits in landed cost for another five-year period; use producer-specific rates from the latest completed segments, not the sunset likely-to-prevail figures.
- Track Ukraine separately against the ongoing Ukraine OCTG admin review (linked above) while the order itself continues.
- FR Doc. 2026-21530 (scheduled Oct 22, 2026): OCTG AD orders continued for India, Korea, Türkiye, Vietnam, and Ukraine; CVD continued for India and Türkiye. Applicable Sep 29, 2026.

- ITC affirmative for all seven orders (91 FR 61439; USITC Pub. 5790); Kearns negative on Ukraine AD; Negatu did not participate. CBP keeps collecting deposits at rates in effect at entry.
- Scope: OCTG casing/tubing (incl. green tubes and coupling stock). Exclusions: >=10.5% chromium casing/tubing, drill pipe, unattached couplings, unattached thread protectors. Written scope controls over HTS.
