Scope snapshot and deposit posture

Scope covers boltless steel shelving units prepackaged for sale, with or without decks, including add-on kits. Exclusions include wall-mounted shelving, wire shelving units (as defined in the notice), bulk-packed parts or components, and made-to-order shelving systems. Merchandise enters under HTSUS 9403.20.0018, 9403.20.0020, 9403.20.0025, and 9403.20.0026, and may also enter under 9403.10.0040; the written scope is dispositive.

Sunset rates vs cash deposits

The AD margins and CVD rates above are sunset "likely to prevail" figures Commerce reported to the ITC. They are not new cash deposit rates. CBP continues to collect AD and CVD cash deposits at the rates in effect at the time of entry. Commerce intends to initiate the next five-year reviews not later than 30 days before the fifth anniversary of the ITC's last determination. Contact: Robert Galantucci (202) 482-2923.

Drawback note

AD and CVD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on shelving later exported or destroyed may still qualify if the claim otherwise qualifies. See AD/CVD drawback exclusion. For a separate Thailand order proceeding, see Thailand boltless shelving AD prelims 2023-2025.

Action items

  • Confirm scope for Chinese boltless shelving: prepackaged kits (including add-ons) vs bulk-packed parts, and whether the wire-shelving exclusion applies.
  • Keep AD/CVD deposits in landed cost at the company rates in effect at entry; do not treat sunset likely-to-prevail figures as new deposit instructions.
  • Plan for another five-year period under the continued orders (effective September 29, 2026).
  • Check Thailand sourcing shifts against the separate Thailand boltless shelving order (see the linked Thailand prelims article).
