Magnesia bricks, lockers, ironing tables: sunsets

Likely-to-prevail rates for the ITC, not new cash deposits. Orders stay in effect pending separate ITC sunset determinations.

Cover illustration: Magnesia bricks, lockers, ironing tables: sunsets

Commerce issued four expedited sunset final results covering magnesia carbon bricks, metal lockers, and ironing tables. The notices (FR Docs. 2026-22523, 2026-22529, 2026-22524, 2026-22522) are all dated October 30, 2026, Scot Fullerton, and are scheduled for publication in the Federal Register on November 4, 2026 (public-inspection PDFs linked in sources). Commerce finds that revocation would likely lead to continuation or recurrence of dumping and, for China bricks CVD, of countervailable subsidies.

Likely margins: bricks AD up to 57.90% Mexico / 236.00% China; bricks CVD up to 232.63%; metal lockers up to 322.25%; ironing tables up to 157.68%. Rates for the ITC, not new cash deposits.

Magnesia carbon bricks (third sunsets)

AD orders on Mexico and China published September 20, 2010 (A-201-837, A-570-954). CVD order on China published September 21, 2010 (C-570-955). Third sunsets initiated July 2, 2026. Domestic interested parties (Magnesia Carbon Bricks Fair Trade Committee for the CVD) filed intent July 14, 2026 and substantive responses July 31, 2026. No respondent responses; expedited reviews. AD likely margins: up to 57.90% Mexico and 236.00% China. CVD likely rates: RHI group (RHI Refractories Liaoning Co., Ltd., RHI Refractories (Dalian) Co., Ltd., Liaoning RHI Jinding Magnesia Co., Ltd.) 3.00%; Mayerton (Liaoning Mayerton Refractories and Dalian Mayerton Refractories Co. Ltd.) 232.63%; All Others 3.00%.

Certain metal lockers and parts thereof from China (A-570-133): AD order August 20, 2021; first sunset initiated July 2, 2026; domestic interested parties List Industries, Inc. and Tennsco LLC (intent July 16, substantive response July 31, 2026); likely margins up to 322.25%. Floor-standing, metal-top ironing tables and certain parts thereof from China (A-570-888): AD order August 6, 2004; most recent continuation August 31, 2021; fourth sunset; domestic interested party Seymour Home Products (substantive response July 31, 2026); likely margins up to 157.68%. What these rates mean (and do not)

Under sections 751(c) and 752 of the Act, Commerce reports the margins and subsidy rates likely to prevail if the orders were revoked. Those figures are what Commerce reports to the ITC. They are not new cash deposit rates, and these notices do not change current cash deposits. The orders stay in effect while the ITC completes its separate sunset determinations. ACCESS hosts the Issues and Decision Memoranda (access.trade.gov).

Action items

  • Treat these percentages as Commerce's sunset "likely to prevail" rates for the ITC, not as revised deposit instructions.
  • Keep tracking Mexico/China magnesia carbon bricks, China metal lockers, and China ironing tables under the existing orders and cash deposits until any later continuation or revocation notice.
  • Watch the ITC's separate sunset determinations (including the ironing-tables expedited schedule) for the injury-side outcome.

Antidumping and countervailing duties are not drawback-eligible (19 U.S.C. 1677h; see AD/CVD duties are excluded from drawback). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies (how to file a duty drawback claim).
