What an expedited review means
In a five-year review, the Commission decides whether revocation of an AD order (or termination of a suspended investigation) would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. When the domestic interested-party group response is adequate and the respondent group response is inadequate, and no other circumstances warrant a full review, the Commission may conduct an expedited review under section 751(c)(3) of the Act. Expedited reviews proceed without a full hearing. The underlying orders and suspension agreements remain in effect while the review runs. These scheduling notices do not set or change cash deposit rates, and they do not predict the outcome.

Commerce's separate fifth-sunset final results on the China and Russia AD orders are covered in CTL plate China/Russia AD sunset (Oct 2026). That Commerce notice treats Russia's earlier suspension agreement as terminated on August 14, 2023, with an AD order following, and does not cover Ukraine. This ITC scheduling notice still describes the Russia and Ukraine tracks as suspended investigations. For another recent ITC sunset roundup, see ITC sunsets: twist ties, wind towers, chassis.
While these reviews continue, existing AD cash deposits remain in force where an order applies. Antidumping duties are not drawback-eligible (19 U.S.C. 1677h; AD/CVD duties are excluded from drawback). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies (how to file a duty drawback claim).
