Petitioners, periods, and alleged margins
Petitions were filed September 9, 2026 by the American Pizza Boxes Manufacturers Coalition (members Smurfit Westrock plc and Pratt Industries, Inc.) and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union (USW). AD periods of investigation: July 1, 2025 through June 30, 2026 for Malaysia and Turkiye; January 1 through June 30, 2026 for China (NME). CVD POI: January 1 through December 31, 2025. Industry support met the statutory test from producers accounting for more than 50 percent of production, so Commerce did not poll.
Petition-estimated dumping margins (not Commerce findings): China 170.40 to 297.26 percent using Brazil as surrogate, 97.71 to 185.92 percent using Mexico, and 99.71 to 185.04 percent using Turkiye; Malaysia 83.72 to 116.58 percent; Turkiye 51.27 to 92.81 percent. For CVD, Commerce initiated on 66 alleged subsidy programs. Commerce held consultations with the Government of Turkiye on September 25, 2026, and also met with the Government of Russia on September 23, 2026 regarding alleged transnational subsidy programs.

HTSUS 4819.10.0020 is listed for convenience only; the written description controls. Scope comments and product-characteristics comments: 5:00 p.m. ET November 9, 2026; rebuttals 5:00 p.m. ET November 19, 2026.
Respondent selection and Q&V
Petitioners identified 81 companies in China, 15 in Malaysia, and 76 in Turkiye. Because HTSUS 4819.10.0020 is a basket category, Commerce will rely on quantity and value (Q&V) questionnaires rather than CBP entry data alone for respondent selection, while still using CBP data to limit which firms receive questionnaires when complete addresses exist. Q&V responses for Malaysia, Turkiye, and China producers/exporters are due no later than 5:00 p.m. ET on November 2, 2026 via ACCESS. Companies that did not receive a questionnaire may still respond using the form at trade.gov/ec-adcvd-qv-questionnaire. Chinese companies must file both a timely Q&V response and a separate rate application to be considered for separate rate status. Separate rate applications are due 21 days after publication (by our count, November 16, 2026).
Preliminary clock
Unless postponed, AD prelims are due 140 days after initiation (by our count, March 8, 2027) and the CVD prelim is due 65 days after initiation (by our count, December 23, 2026). The ITC preliminary determination is due within 25 days after the ITC receives notice of initiation; this Commerce initiation notice does not state an ITC vote outcome.
If Commerce later sets AD or CVD cash deposits, those duties are not drawback-eligible (19 U.S.C. 1677h; AD/CVD duties are excluded from drawback). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies (how to file a duty drawback claim).
