The ITC opened preliminary AD/CVD investigations on corrugated pizza boxes from China, Malaysia, and Turkey. Petition parties, conference deadlines, and what importers should watch before Commerce initiation.
The ITC has instituted preliminary antidumping and countervailing duty investigations on corrugated pizza boxes from China, Malaysia, and Turkey. Investigation Nos. 701-TA-806 and 731-TA-1805-1807 (Preliminary) appear at 91 FR 58174 (FR Doc. 2026-18723).
Petitions were filed September 9, 2026 by the American Pizza Boxes Manufacturers Coalition (Smurfit Westrock plc and Pratt Industries, Inc.) and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union (USW). Merchandise is provided for in HTSUS 4819.10.00. The petitions allege LTFV sales from China, Malaysia, and Turkey, and alleged subsidization by Turkey.

Unless Commerce extends initiation timing, the Commission must reach its preliminary determination within 45 days of the petitions, which lands on October 26, 2026. Views go to Commerce within five business days after that, by November 2, 2026.
Conference and briefs
The Office of Investigations holds a staff conference beginning at 9:30 a.m. on September 30, 2026. Requests to appear go by email to preliminaryconferences@usitc.gov (not EDIS) on or before noon on September 28, 2026, with an email address for each participant. Written briefs are due by 5:15 p.m. on October 5, 2026. Party written testimony and supplementary material for the conference are due no later than 4:00 p.m. on September 29, 2026.
This is institution and scheduling, not yet Commerce initiation of AD/CVD investigations or cash-deposit instructions. Watch Commerce's initiation notices next. If cases proceed and Commerce later sets provisional measures, cash-deposit risk attaches to subject pizza-box HTS lines. AD/CVD layers are generally not drawback-eligible under 19 U.S.C. § 1677h / 19 CFR § 190.3 (AD/CVD drawback exclusion).
