Assessment and partial revocations still on the books
Commerce will instruct CBP to assess antidumping duties at rates equal to the cash deposit of estimated antidumping duties required at the time of entry, or withdrawal from warehouse, for consumption (19 CFR 351.212(c)(1)(i)). Commerce intends to issue assessment instructions no earlier than 35 days after publication (by our count from October 29, 2026, December 3, 2026). There is no company-specific review rate from this segment.
Footnotes in the notice remind that the order was revoked for certain Allied Pacific entity merchandise (footnote 8) and for merchandise produced and exported by Zhanjiang Regal Integrated Marine Resources Co., Ltd. (footnote 11). Those partial revocations are separate from this full POR rescission; they do not change the assessment rule for companies that remain under the order.
Same rescission mechanics appear in AD/CVD reviews rescinded: 22 segments (multi-segment withdrawals under a different notice). A different country's shrimp order is covered in Thailand frozen shrimp AD: final 2024-2025 admin review results.
Antidumping duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries may still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim.
