Commerce initiates administrative reviews of AD and CVD orders with September anniversary dates. The notice (FR Doc. 2026-22629) is dated November 2, 2026, Scot Fullerton, Acting Deputy Assistant Secretary for Antidumping and Countervailing Duty Operations, and is scheduled for publication in the Federal Register on November 5, 2026. Commerce intends to issue final results of these reviews no later than September 30, 2027. This follows the prior month's August anniversary initiations.

September-anniversary AD/CVD reviews are live. Finals by Sep 30, 2027. Separate Rate filings due 14 calendar days after publication (by our count Nov 19, 2026). Withdrawal window: 90 days (by our count Feb 3, 2027).

Deadlines that matter first

  • Respondent selection. Commerce intends to select from CBP data or Q&V questionnaires, place that data on the record within five days of initiation publication, and decide within 35 days. Comments on CBP/Q&V within seven days after placement; rebuttal five days after the initial-comment deadline.
  • Separate rates (NME). Separate Rate Certifications and Applications are due no later than 14 calendar days after publication (by our count November 19, 2026). Forms: trade.gov separate rate page.
  • Certification eligibility. Certification Eligibility Applications are due no later than 30 calendar days after publication of the Federal Register notice.
  • No sales. For AD reviews, a producer or exporter with no exports, sales, or entries during the POR may notify Commerce within 30 days of publication.
  • Withdrawal. A party that requested review may withdraw within 90 days of initiation publication (by our count February 3, 2027; 19 CFR 351.213(d)(1)), subject to case-by-case extension.
  • Duty absorption. In covered anniversary windows, a domestic interested party may request a duty absorption inquiry within 30 days of initiation publication.

High-visibility September rows

Most AD PORs in this notice are 9/1/25–8/31/26; most CVD PORs are calendar 1/1/25–12/31/25. Exceptions appear below. Suspension agreements: none. Captions called out in the initiation table include:

Corrections to earlier initiations

The notice corrects earlier initiation notices by adding omitted cases or companies: Oman Aluminium Rolling Company LLC for Oman CAAS AD was omitted from the April anniversary initiation (91 FR 32931, June 2, 2026); China low-speed personal transportation vehicles AD and CVD omitted companies (and a duplicate listing) from the October 1, 2026 initiation (91 FR 62477); China steel wheels AD and CVD should have been included in the July 9, 2026 initiation (91 FR 42410); Ukraine seamless pipe companies were omitted from the October 1, 2026 initiation; and India CAAS CVD now lists Hindalco Industries Limited's cross-owned affiliates omitted from the June 2, 2026 initiation (91 FR 32928).

Action items

  • Confirm whether your supplier was named in the initiation table for any September-anniversary order you enter under.
  • Coordinate with NME suppliers on Separate Rate Certification or Application filings due 14 calendar days after publication.
  • Keep entry and liquidation tracking current: entries in the POR stay unliquidated until Commerce issues final results.
  • For first reviews with a gap period after provisional measures expire, expect no assessment on gap-period entries when that gap falls in the POR.

Antidumping and countervailing duties (including AD and CVD cash deposits) are not eligible for drawback (19 U.S.C. 1677h; see AD/CVD duties are excluded from drawback). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies (how to file a duty drawback claim).
