Commerce published final results of the countervailing duty administrative review of large diameter welded pipe from the Republic of Türkiye (C-489-834). FR Doc. 2026-20482 (91 FR 63524) is applicable October 6, 2026. Period of review: calendar year 2024 (January 1 through December 31, 2024).
This is the CVD track. It is distinct from the AD admin review covered in Large diameter welded pipe from Türkiye: final AD results. AD and CVD are separate orders, and both can apply to the same merchandise.
Final CVD rate: HDM Çelik 3.34% ad valorem (includes 0.61% export subsidies), also applies to HDM Spiral. All-others CVD cash deposit stays 3.72%. Cash deposits at 3.34% for entries on or after Oct 6, 2026.
Order history and what changed from prelim
CVD Order: 84 FR 18771 (May 2, 2019). Review initiated 90 FR 26967 (June 25, 2025). Preliminary results and partial rescission: 91 FR 33693 (June 4, 2026). No interested party commented on the Preliminary Results. The final results remain unchanged from prelim except for minor verification corrections for HDM Çelik. No decision memorandum accompanies the notice.

Cash deposits and assessment
- Cash deposits at 3.34% for HDM Çelik (and HDM Spiral) apply to subject merchandise entered or withdrawn for consumption on or after October 6, 2026. All-others stays 3.72%.
- Producer and exporter both rated: if their company-specific rates differ, the higher rate applies.
- Assessment instructions to CBP no earlier than 35 days after publication. A CIT summons holds liquidation for the 90-day injunction window.
Countervailing assessments and cash deposits are generally outside drawback (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Stack AD and CVD exposure separately when you model deposit risk on Türkiye LDWP. Neither is a drawback path.
