Commerce final results for the 2024-2025 AD administrative review of large diameter welded pipe from Türkiye. Rates, assessment timing, cash deposits, and importer certification duties.
Commerce has published the final results of the antidumping duty administrative review of large diameter welded pipe from the Republic of Türkiye for POR May 1, 2024 through April 30, 2025. The notice is 91 FR 60936 (FR Doc. 2026-19626; applicable September 25, 2026).
Commerce determines that subject welded pipe from Türkiye was sold in the United States at less than normal value during the POR. No changes were made from the preliminary results, so there are no new calculations to disclose.
Final AD review rates: HDM Celik (and HDM Spiral) 1.89%; Cimtas 1.89%. All-others cash deposit remains 1.57%.

Assessment and cash deposits
Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication. A timely CIT summons can delay liquidation until the statutory-injunction request window expires (within 90 days of publication).
For HDM Celik, Commerce calculated importer-specific ad valorem assessment rates from entered value. Unreviewed entries produced by HDM where HDM did not know the merchandise was destined for the United States liquidate at the all-others rate from the Amended Final Determination (1.57 percent) if there is no intermediate-company rate. Cimtas (not individually examined) liquidates at the 1.89% rate assigned in these final results.

- Previously reviewed/investigated companies not covered here: keep their most recent company-specific rate.
- Exporter not covered but producer is: use the producer's most recent completed-segment rate.
- All other producers/exporters: continue at 1.57% from the Amended Final Determination.
File the 19 CFR 351.402(f)(2) non-reimbursement certificate before liquidation of POR entries; failure can trigger a reimbursement presumption and double AD duties. AD duties remain generally outside drawback under 19 U.S.C. § 1677h and 19 CFR § 190.3.
