Commerce issued the first administrative review preliminary results on the 2024 paper shopping bags antidumping orders for India (A-533-917), Malaysia (A-557-825), and Colombia (A-301-805). All three notices are applicable October 7, 2026. Period of review: January 3, 2024 through June 30, 2025.
Orders: Certain Paper Shopping Bags from Cambodia, Colombia, India, Malaysia, Portugal, Taiwan, China, and Vietnam: AD Orders, 89 FR 58334 (July 18, 2024). Reviews initiated 90 FR 41043 (August 22, 2025). Deadlines were tolled 47 days (Nov 14, 2025) plus 21 days (Nov 24, 2025) because of the federal government shutdown.
Prelim margins: Colombia Ditar 6.47%; Malaysia Hexachase 2.16% (SBBP no shipments); India Ckaari 1.23%, Velvin 3.01%, 14 non-selected 2.44%. Case briefs due 21 days after publication (October 28, 2026). Cash deposits do not change until finals.

Common procedure and next dates
- Case briefs: due 21 days after publication, which works out to October 28, 2026. File via ACCESS by 5:00 p.m. ET.
- Rebuttal briefs: 5 days after case briefs. Public executive summary per issue, max 450 words (excluding citations).
- Hearing requests: within 30 days via ACCESS by 5:00 p.m. ET.
- Final results: due within 120 days of publication unless extended.
- Cash deposits: these are preliminary. Cash deposits do not change until the final results are published. Assessment instructions no earlier than 35 days after final results.
- Importer reimbursement certificate reminder under 19 CFR 351.402(f).
Antidumping assessments and cash deposits are generally outside drawback (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Treat these prelim rates as deposit and liquidation risk heading into the finals, not a refund path.
