Deadlines were tolled 47 days (November 14, 2025) and 21 days (November 24, 2025) for the shutdown; the prelim deadline was extended 113 days on May 11, 2026 to September 30, 2026. Briefing calendar, assessment, and cash deposits

  • Case briefs: due 21 days after publication, which by our count is October 26, 2026. File via ACCESS by 5:00 p.m. ET.
  • Rebuttal briefs: 5 days after case briefs. That date is Saturday, October 31, 2026, so under Commerce's next business day rule it moves to Monday, November 2, 2026 by our count.
  • Hearing requests: within 30 days of publication via ACCESS by 5:00 p.m. ET, which by our count is November 4, 2026.
  • Final assessment: importer-specific assessment rates if the final margin is not zero or de minimis. Automatic assessment at the LTFV all-others rate for Interpipe-produced goods where Interpipe did not know the U.S. destination and there is no intermediary rate.
  • Cash deposits: these are preliminary results. Deposit rates change only after final results. The all-others rate stays 7.47%.
  • Importer reimbursement certificate under 19 CFR 351.402(f) before liquidation of POR entries (AD only; this is an AD review). Failure can lead to a presumption of reimbursement and double AD duties.
Drawback

AD assessments and cash deposits are not drawback-eligible (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed, so separate AD amounts from ordinary duty in claim math.

Action items

  • Map Ukraine OCTG suppliers to Interpipe (prelim 18.43%) versus all-others 7.47%. Do not change cash deposits until finals.
  • Calendar ACCESS filings for case briefs (October 26, 2026), rebuttals (Monday, November 2, 2026 after the Saturday Oct 31 rollover), and hearing requests (by November 4, 2026).
  • Keep reimbursement certificates under 19 CFR 351.402(f) ready before liquidation of POR entries.
