Italy fluid end blocks: Lucchini AD margin amended
Timken notice amending Italy forged steel fluid end blocks AD review for Lucchini. Remand changes, 7.55% margin, deposits, and liquidation.
Commerce published a Timken notice amending the antidumping administrative review of forged steel fluid end blocks (FEBs) from Italy after a CIT final judgment in Ellwood City Forge Company v. United States, Court No. 23-00191 (91 FR 65527-65528; FR Doc. 2026-21044; A-475-840), published October 15, 2026. Applicable October 12, 2026. POR July 23, 2020 through December 31, 2021.
Lucchini's amended POR margin moves from 2.97% to 7.55%. Current cash deposits are unchanged because a later review already supersedes the deposit rate.
Remand and redetermination
Original Final Results: 88 FR 55010 (Aug. 14, 2023), margin 2.97 percent for Lucchini Mame Forge S.p.A. CIT remanded on April 28, 2026 (834 F. Supp. 3d 1304), directing Commerce to (1) further explain its finding that Cogne and Ciscato (whose financial statements were used for Lucchini's constructed value profit) produced merchandise identical to subject FEBs and (2) further explain or reconsider its market-price benchmark in the major input analysis.
In the July 2026 redetermination Commerce reversed both: excluded Cogne and Ciscato from the CV profit calculation, used Company A's U.S. purchases of ingots as the major-input benchmark, and rejected Lucchini's February 2023 adjustment information as untimely new factual information. CIT final judgment October 2, 2026 sustained the remand results. Contact: Yang Jin Chun, (202) 482-5760.
