Commerce published final results of the antidumping administrative review of forged steel fluid end blocks from Germany (A-428-847) covering January 1 through December 31, 2024. The notice is applicable October 8, 2026 (91 FR 64347; FR Doc. 2026-20689).

Order: 86 FR 7528 (January 29, 2021). Preliminary results: 91 FR 17788 (April 8, 2026). Briefing schedule suspended April 27, 2026, then reinstated July 1, 2026. Timely case and rebuttal briefs came from Ellwood City Forge Company, Ellwood National Steel Company, and A. Finkl & Sons (collectively, the petitioners) and BGH Edelstahl Siegen GmbH (BGH). Final deadline extended to October 5, 2026. Commerce made no changes from the Preliminary Results, so there are no new calculations to disclose.

BGH Edelstahl Siegen GmbH final margin 0.00%. Entries liquidated without regard to AD duties for BGH. Cash deposit for BGH is zero for entries on or after October 8, 2026; all-others stays 4.79%.

Assessment and cash deposits

  • BGH assessment: because the final margin is zero, Commerce will instruct CBP to liquidate the appropriate entries without regard to antidumping duties.
  • Automatic assessment: for POR entries produced by the respondent where the respondent did not know the merchandise was destined for the United States, CBP will liquidate unreviewed entries at the LTFV all-others rate of 4.79% if there is no rate for the intermediate company(ies).
  • Assessment instructions: no earlier than 35 days after publication, which by our count is November 12, 2026. A CIT summons holds liquidation until the 90-day statutory-injunction request window expires.
  • Cash deposits: BGH cash deposit rate is zero for subject merchandise entered or withdrawn for consumption on or after October 8, 2026. Previously investigated or reviewed companies not covered by this review keep their existing company-specific cash deposit rate from the most recent completed segment. The all-others rate continues at 4.79% for producers or exporters without their own rate.
  • Importer reimbursement certificate under 19 CFR 351.402(f)(2) before liquidation of POR entries, or Commerce may presume reimbursement and assess double AD duties.
Drawback

AD assessments and cash deposits are not drawback-eligible (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed, so separate AD amounts from ordinary duty in claim math. A zero AD margin for BGH means no AD to exclude on those reviewed entries; it does not create a drawback refund of AD.

Action items

  • Map German fluid end block suppliers to BGH (0.00% / zero cash deposit from October 8, 2026), another firm with its own company-specific rate from the most recent completed segment, or all-others 4.79% only if the firm has no company-specific rate.
  • Watch assessment timing: instructions no earlier than November 12, 2026 by our count; CIT summons can hold liquidation.
  • File reimbursement certificates under 19 CFR 351.402(f)(2) before liquidation of POR entries.
