FTZ notices: Metal Container cans and Pratt & Whitney engines
FTZ Board notifications for Metal Container beverage can production at five zones and Pratt & Whitney engine production at three zones, comment window, and FTZ vs drawback note.
The Foreign-Trade Zones Board filed eight notifications of proposed production activity for public inspection on October 21, 2026, scheduled for publication October 22, 2026. Five cover Metal Container (MCC) LP beverage-container production; three cover Pratt & Whitney, a Division of RTX Corporation, aircraft engines, engine modules, and parts. Each notice is dated October 16, 2026 and signed by Colin Agostisi, Executive Secretary. These are notifications under 15 CFR 400.22, not production authorizations.
Activity would be limited to the specific foreign-status materials and finished products in each notification and subsequently authorized by the Board (15 CFR 400.14(b)). Public comments close 40 days after publication (by our count, December 1, 2026).
Shared rules across the eight notices
- Scope limit. Under 15 CFR 400.14(b), FTZ production activity would be limited to the specific foreign-status materials/components and finished products described in the notification and subsequently authorized by the Board.
- 232 / 301 privileged foreign. Each request indicates certain materials may be subject to section 232 or section 301 duties depending on origin. Applicable 232/301 decisions require admission in privileged foreign status (19 CFR 146.41). Privileged foreign status fixes the material's tariff classification and dutiable condition at admission, so those 232/301-covered inputs do not get the finished-product rate.

The requests indicate the materials are subject to section 232 and section 301 duties depending on country of origin and must be admitted in privileged foreign status. A separate October cluster covered Yazaki, Norman Noble, and Sanyo Denki proposed production: FTZ proposed production Yazaki / Norman / Sanyo Oct 2026. Different operators and zones; do not conflate the comment dockets.
FTZ production and drawback are alternative duty tools. Goods exported from a zone can avoid duty on foreign-status inputs, while drawback refunds duty already paid on entries that later qualify. Compare finished-product rates against component rates, and weigh privileged-foreign treatment of 232/301 inputs, before choosing a path. See how to file a duty drawback claim.

- Note the comment window (by our count December 1, 2026) if you supply cans, aluminum stock, or aero-engine materials into these sites.
- Compare FTZ vs drawback using finished duty-free-or-low rates against higher component rates for your SKUs.
- Review privileged foreign status implications for any 232/301-covered aluminum or aero inputs admitted to these zones.
