Thailand boltless shelving AD prelims 2023-2025

Commerce published preliminary results and a partial rescission in the antidumping administrative review of boltless steel shelving units prepackaged for sale from Thailand in the October 19, 2026 Federal Register (91 FR 66080-66082; FR Doc. 2026-21279; A-549-846). Applicable October 19, 2026. POR November 29, 2023 through May 31, 2025 (first review). These are preliminary results, not final.

Prelim: Fuding Industries Company Limited 0.00% (no sales below normal value). Review rescinded for five companies with no reviewable suspended entries. All-others cash deposit continues at 2.75%.

Review posture and prelim margin

• Order: 89 FR 48555 (June 7, 2024) (Malaysia, Taiwan, Thailand, Vietnam). Review initiated July 25, 2025 (90 FR 35268).
• Mandatory respondent: Fuding Industries Company Limited identified August 13, 2025.
• Preliminary weighted-average dumping margin: Fuding 0.00% (Commerce preliminarily finds Fuding did not make sales at less than normal value).
• All-others cash deposit: continues at 2.75%.

Partial rescission and next steps

Commerce rescinded the review under 19 CFR 351.213(d)(3) (no reviewable suspended entries) for five companies: ABC Tools Mfg. Corp.; Bangkok Sheet Metal Public Co., Ltd.; Great Star Industries; Pengdong Electromechanical (Thailand) Co., Ltd.; and Thai First Precision Industry Company Limited. Their entries are assessed at the deposit rate at entry. Rescission instructions issue no earlier than 35 days after publication; by our count, no earlier than November 23, 2026.

Briefing schedule to be announced later. Hearing requests within 30 days (by our count, November 18, 2026). If Fuding's final margin is zero or de minimis, its entries liquidate without AD, and its cash deposit would be zero after the final results. Reseller policy for Fuding-produced entries where Fuding did not know the U.S. destination: LTFV all-others rate if there is no intermediary rate. Preliminary only; deposits change on final results.
