Commerce published preliminary results of, and intent to rescind in part, the antidumping administrative review of welded stainless steel pressure pipe from Vietnam (A-552-816) covering July 1, 2024 through June 30, 2025. The notice is FR Doc. 2026-20816 (91 FR 64877). It was on public inspection October 9, 2026, with scheduled Federal Register publication Tuesday, October 13, 2026.
Order: 79 FR 42289 (July 21, 2014). Review initiated 90 FR 41043 (August 22, 2025) for eight exporters, including the Vietnam-wide entity. On January 15, 2026, petitioners Felker Brothers Corporation and Primus Pipe & Tube, Inc. withdrew review requests for all exporters except Mejonson Industrial Vietnam Co., Ltd., Vinasteel Production Joint Stock Company, and the Vietnam-wide entity. Commerce accepted the withdrawal though untimely, citing extenuating circumstances. On March 19, 2026, Commerce selected the Vietnam-wide entity as the sole mandatory respondent. Preliminary deadlines were extended to September 30, then October 7, 2026.

Preliminarily rescinded under 19 CFR 351.213(d)(3) (no suspended entries per CBP data): Mejonson Industrial Vietnam Co., Ltd. and Vinasteel Production Joint Stock Company. If Commerce continues those rescissions in the final results, rescinded companies are assessed at the cash deposit rate required at entry, with rescission instructions no earlier than 35 days after final-results publication.
Briefing calendar and cash deposits

- Rebuttal briefs: 5 days after case briefs. That date is Sunday, November 8, 2026, so under 19 CFR 351.303(b)(1) it moves to the next business day, Monday, November 9, 2026.
- Hearing requests: within 30 days of publication, which by our count is Thursday, November 12, 2026; ACCESS by 5:00 p.m. ET.
- Cash deposits: these are preliminary results. Deposit rates do not change until final results publish. The notice states the existing Vietnam-wide entity rate is 90.80%.
- Importer reimbursement certificate under 19 CFR 351.402(f) before liquidation of POR entries.
AD assessments and cash deposits are not drawback-eligible (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed, so separate AD amounts from ordinary duty in claim math.
