Commerce published final results of the antidumping administrative review of circular welded carbon-quality steel pipe from the United Arab Emirates (A-520-807). FR Doc. 2026-20489 (91 FR 63525) is applicable October 6, 2026. Period of review: December 1, 2023 through November 30, 2024.
Final margins: Conares 3.15%; Universal single entity 5.11%; non-selected 4.68%. All-others cash deposit stays 5.95%. New cash deposits apply to entries on or after Oct 6, 2026.
Order history and changes since prelim
The Order covers Oman, Pakistan, and the UAE (81 FR 91906, December 19, 2016). Preliminary results: 91 FR 33142 (June 3, 2026). Commerce made certain changes since the Preliminary Results to the weighted-average dumping margin calculations for THL Tube and Pipe Industries LLC / KHK Scaffolding and Formwork LLC / Universal Tube and Pipe Industries FZE (collectively, Universal).

The 4.68% non-selected rate is the weighted average of the two mandatory respondents using publicly ranged sales values.
Cash deposits, assessment, and importer certificate
- Cash deposits at the new company rates apply to subject merchandise entered or withdrawn for consumption on or after October 6, 2026. All-others stays 5.95%.
- Importer-specific ad valorem assessment rates for Conares and Universal. Automatic assessment at the all-others rate for entries where the producer did not know the U.S. destination (if no intermediary rate).
- Assessment instructions to CBP no earlier than 35 days after publication. A CIT summons holds liquidation for the 90-day injunction window.
- Reimbursement certificate under 19 CFR 351.402(f)(2) before liquidation, or Commerce may presume reimbursement and assess double AD duties.
Comment 1: price difference test two-percent threshold. Comment 2: international freight in Universal's U.S. freight revenue cap. Comment 3: cap on Universal's cutting revenue. Comment 4: prime vs non-prime sales matching. Full discussion is on ACCESS (access.trade.gov).
Antidumping assessments and cash deposits are generally outside drawback (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Treat the new rates as deposit and liquidation risk, not a refund path.
