Commerce calculated individual margins for Golden Sun and Tianmao that are not zero, de minimis, or entirely AFA, and assigned a weighted-average separate rate to non-examined separate-rate companies based on publicly ranged U.S. sales values. The China-wide entity rate relies on facts available with adverse inferences. Cash deposit rates above are adjusted for companion CVD subsidy offsets while CVD provisional measures remain in effect.

Suspension of liquidation

Commerce will direct CBP to suspend liquidation of subject merchandise entered, or withdrawn from warehouse for consumption, on or after October 1, 2026, and require cash deposits at the producer/exporter combination rates in the notice, the China-wide rate for combinations without separate rates, or the rate applicable to the Chinese supplier for third-country exporters. If companion CVD provisional measures expire first, deposits become unadjusted.

Final postponed; provisional measures extended

On September 14, 2026, Golden Sun requested postponement of the final determination and extension of provisional measures to not more than six months. Commerce is postponing the final determination to no later than 135 days after publication of this preliminary determination.

Scope and HTSUS

Scope covers truck bed covers (folding, roll-up, one-piece, retractable) sized to span a pickup truck bed: width 45–75 inches and length 55–100 inches (actual), of aluminum, steel, fiberglass, carbon fiber, plastic, and/or water-resistant fabric, including accompanying mounting hardware when entered/invoiced with the cover or as a mounting kit. Excludes truck caps/camper shells that raise bed height by at least 12 inches, and products already covered by extant AD/CVD orders (including China aluminum extrusions). HTSUS convenience: 8708.29.5160. Written description controls. AD/CVD generally outside drawback (AD/CVD drawback exclusion).
