Traeger aluminum liners: China disposable containers scope applications
Commerce August 2026 scope ruling application list includes two Traeger Pellet Grills LLC filings on China disposable aluminum containers: drip liners and bucket liners. Procedures, timing, and the drawback note.
Commerce published its monthly notice of scope ruling applications filed in antidumping and countervailing duty proceedings for filings in or around August 2026. The notice is applicable October 8, 2026 (91 FR 64334; FR Doc. 2026-20693) and is issued under 19 CFR 351.225(d)(3). Applications are available on ACCESS at https://access.trade.gov. Contact: Yasmin Bordas, Customs Liaison Unit, (202) 482-3813.
Both August listings sit under Disposable Aluminum Containers, Pans, Trays, and Lids from China (A-570-170/C-570-171). Both were produced in and exported from China, and both were submitted by Traeger Pellet Grills LLC on August 11, 2026.

- Aluminum Drip Liners (ACCESS segment "SCO-Traeger Drip Liners"): aluminum components of Traeger's grease management system, typically rectangular with rounded corners, formed from aluminum alloy 8011 foil, dimensioned to conform to the drip tray of a specific Traeger grill model, with no raised or rigid sidewalls; the perimeter is rolled solely for structural integrity and to prevent tearing.
- Aluminum Bucket Liners (ACCESS segment "SCO-Traeger Bucket Liners"): aluminum grease bucket liners made from alloy 8011 foil; consumable components of the wood pellet grill grease and ash management system; generally cylindrical or slightly tapered with an open top and a rolled or reinforced rim; designed to conform to a collection bucket that is a durable grill component (a disposable insert for a durable component).
Initiation timing and procedures
This list is not an identification of scope inquiries that have been initiated. Under 19 CFR 351.225(d)(1), if Commerce neither rejects the application nor initiates within 30 days after filing, the application is deemed accepted and an inquiry is deemed initiated on day 31. Weekend and holiday deadlines roll to the next business day, keeping day 30 and day 31 as separate business days. By our count, 30 days after August 11, 2026 is Thursday, September 10, 2026, so absent earlier action day 31 would be Friday, September 11, 2026. Check the ACCESS segment for actual accept/reject/initiation status; the notice says the FR list may publish before or after initiation.
- Alternative segments: under 19 CFR 351.225(d)(2), within 30 days Commerce may instead address the issue in a circumvention inquiry (351.226) or a covered merchandise inquiry (351.227).
- Companion AD/CVD orders: under 351.225(m)(2), the inquiry runs on the AD record.
- Ruling reach: under 351.225(m)(1), Commerce may apply a ruling country-wide to products with the same relevant physical characteristics, or company-specific.
- Joining the service list: other parties must file an entry of appearance under 19 CFR 351.103(d)(1) and 351.225(n)(4). Annual inquiry service list requests are made in the order's anniversary month (351.225(n)). Filing guide: trade.gov/file-scope-ruling.
Do not predict the outcome. If the liners are found in scope, AD/CVD paid is not drawback-eligible (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed, so separate AD/CVD amounts from ordinary duty in claim math.
