The ITC has scheduled the final phase of AD/CVD investigations on tin mill products from China, Taiwan, and Turkey. The notice is 91 FR 61247 (FR Doc. 2026-19811; published September 28, 2026). Investigation Nos. 701-TA-792 and 731-TA-1786-1788 (Final). DATES: September 21, 2026.

Why final phase is open
Final-phase scheduling follows affirmative Commerce preliminary determinations that countervailable subsidies are being provided to manufacturers, producers, or exporters in China of tin mill products. Commerce's preliminary LTFV determinations for tin mill products from Taiwan and Turkey are pending as of this ITC scheduling notice.
Petitions were filed April 9, 2026, by United States Steel Corporation (Pittsburgh, Pennsylvania) and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union (Pittsburgh, Pennsylvania).

Scope and HTSUS subheadings
Commerce has defined subject merchandise as tin mill flat-rolled products coated or plated with tin, chromium, or chromium oxides. Flat-rolled steel coated with tin is tinplate. Flat-rolled steel coated with chromium or chromium oxides is tin-free steel / electrolytic chromium-coated steel. Coverage includes those products regardless of thickness, width, form (coils or cut sheets), coating type, edge, coating thickness, surface finish, temper, coating metal, reduction, and whether or not coated with a plastic material.
The notice lists the following HTSUS subheadings for convenience (written scope is dispositive):
- Non-alloy: 7210.11.00, 7210.12.00, 7210.50.00, 7212.10.00, 7212.50.00 (more-detailed statistical suffixes also appear in the notice's classification paragraph).
- Alloy: 7225.99.00, 7226.99.01
Excluded is certain single-reduced electrolytically chromium-coated steel tape for armoring/shielding fiber optic and telecommunications cables (commonly "copolymer coated steel tape"), but only if it meets all seven requirements in the notice (single-reduced ECCS; actual thickness 0.160 mm or less; Type MR; T2-T3 temper; tensile 45-57 KSI or 310.20-393.00 MPa; 15% minimum elongation; 0.06-0.12 g/m² chromium coating).
AD/CVD cash deposits and assessed antidumping or countervailing duties remain generally outside drawback under 19 U.S.C. § 1677h and 19 CFR § 190.3 (AD/CVD drawback exclusion).
