Deadlines and participation

Unless Commerce extends the time for initiation, the ITC must reach preliminary determinations within 45 days, by November 30, 2026, and transmit views to Commerce by December 7, 2026. Staff conference: November 5, 2026 at 9:30 a.m. Requests to appear by noon November 3, 2026 by email to preliminaryconferences@usitc.gov (do not file on EDIS). Written testimony by 4:00 p.m. November 4, 2026; written briefs by 5:15 p.m. November 10, 2026. Entries of appearance and APO applications are due no later than seven days after FR publication (by our count, October 27, 2026). Contact: David McDonald (202) 205-3331. Public record: EDIS.

Commerce has not yet announced initiation. Under the statute, Commerce normally decides whether to initiate within 20 days of the petition filing (by our count, November 4, 2026) unless it extends that deadline. Do not treat alleged petition margins as established rates; none are stated here.

Separate from this new Georgia/India petition track: the Commission is also running full sunset reviews on seamless pipe from Czechia, Russia, South Korea, and Ukraine. That is a different proceeding on different countries; existing orders there stay in force during those reviews.

Drawback note

No AD or CVD duties apply yet. If orders later issue, AD/CVD would not be drawback-eligible (19 U.S.C. 1677h), while ordinary customs duties on the same entries may still be. See AD/CVD drawback exclusion.

Action items

  • Map exposure by HTS and supplier for seamless standard, line, and pressure pipe from Georgia and India.
  • Consider ITC participation: questionnaires, staff conference, briefs, and APO if you need BPI.
  • Watch for Commerce initiation and later preliminary determinations; that is when cash deposits could begin.
  • Review contract terms for duty allocation if deposits start.
