Suspension, deposits, and ITC

Commerce will instruct CBP to continue suspension of liquidation for subject merchandise entered, or withdrawn from warehouse, for consumption on or after May 27, 2026, and to require cash deposits at the final company-specific and all-others rates. Instructions remain in effect until further notice.

Because the final determination is affirmative, the ITC will determine within 45 days whether the domestic industry is materially injured or threatened with material injury by reason of imports of HPDP from Norway. If injury is negative, the proceeding terminates, deposits are refunded, and suspension is lifted. If affirmative, Commerce will issue an AD order. Contact: Braeden Lowe (202) 482-9124.

AD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary duties on the same entries are a separate analysis. See AD/CVD drawback exclusion.
