Commerce published final results of the expedited first sunset reviews of the antidumping duty orders on methionine from France, Japan, and Spain (A-427-831, A-588-879, A-469-822). The notice is applicable October 5, 2026 (91 FR 63273; FR Doc. 2026-20384; signed September 29, 2026). Separately, the ITC noticed its determination to conduct full five-year reviews (91 FR 61439; FR Doc. 2026-19914; Inv. Nos. 731-TA-1534-1536 (Review); DATES September 4, 2026).

Orders: France 86 FR 36705 (July 13, 2021); Japan and Spain 86 FR 51119 (September 14, 2021). Sunset reviews initiated June 1, 2026. Sibling full-review schedules elsewhere in the Library: seamless pipe Czechia/Russia/Korea/Ukraine and phosphate fertilizers Morocco/Russia CVD.

Commerce expedited sunset: likely dumping margins up to 43.82% (France), 76.50% (Japan), 37.53% (Spain). Those are not new cash deposit rates. ITC voted full reviews on Sept 4, 2026; schedule TBA. Orders stay in effect.

Novus International filed a notice of intent to participate June 15, 2026 and an adequate substantive response July 1, 2026 as a domestic manufacturer, producer, and wholesaler. No respondent interested party filed a substantive response, so Commerce ran expedited (120-day) reviews under section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2), and notified the ITC on July 27, 2026. Commerce found revocation would likely lead to continuation or recurrence of dumping at the margins above. Those sunset "likely margins" are not new cash deposit rates; deposits stay at current rates while the orders remain in force.

ITC full reviews

  • Vote: on September 4, 2026 the Commission determined to conduct full reviews of all three orders (Inv. Nos. 731-TA-1534-1536 (Review)).
  • Adequacy: domestic and Japan respondent group responses to the notice of institution (91 FR 32435, June 1, 2026) were adequate. France and Spain respondent responses were inadequate, but the ITC is running full reviews of those orders too for administrative efficiency in light of the Japan full review.
  • Schedule: to be established and announced at a later date. Contact: Alexis Yim (202) 708-1446.
  • Orders stay in effect during the ITC reviews; cash deposits continue at current rates.
Drawback

AD assessments and cash deposits remain not drawback-eligible (19 U.S.C. § 1677h; see AD/CVD drawback exclusion). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed, so separate AD amounts from ordinary duty in claim math.

Action items

  • Do not change methionine cash deposits based on Commerce's sunset "likely margins"; those are not new deposit rates.
  • Watch the ITC schedule for Inv. Nos. 731-TA-1534-1536 (Review) once announced; orders stay in force meanwhile.
  • Keep AD out of drawback claims under 19 U.S.C. § 1677h; track ordinary duty separately if you may export or destroy.
