Linear hydraulic cylinders: ITC prelim injury (Oct 2026)
ITC preliminary injury determinations on linear hydraulic cylinders from five countries. HTS, petitioners, final-phase next steps, and an AD/CVD drawback note.
The U.S. International Trade Commission determines there is a reasonable indication that a U.S. industry is materially injured by reason of imports of linear hydraulic cylinders from Canada, China, India, Mexico, and South Korea (91 FR 65258-65259; FR Doc. 2026-20988), published October 14, 2026. The merchandise is provided for in HTSUS subheadings 8412.21.00 and 8412.90.90, alleged to be sold at less than fair value and subsidized by the governments of China, India, and Mexico. Commissioner Samuel T. Negatu did not participate. The Commission completed and filed its determinations on October 9, 2026.
Prelim injury affirmative across five countries. Final-phase ITC investigations commence; Commerce cash-deposit mechanics wait on Commerce prelims (or affirmative finals if prelims are negative).
