Commerce preliminary AD and CVD admin review results on PET film from India. SRF rates, rescissions, briefing clocks, and AD/CVD drawback note.
Commerce published preliminary results in the antidumping and countervailing duty administrative reviews of polyethylene terephthalate film, sheet, and strip (PET film) from India. AD notice scheduled for publication in the October 19, 2026 Federal Register: 91 FR 66095-66098 (FR Doc. 2026-21293; A-533-824), applicable October 19, 2026. AD prelim: SRF Limited 0.61%. CVD prelim: SRF Limited 3.98% ad valorem (in part on AFA). Combined modeling for SRF importers; deposits change only on final results.
AD prelims (A-533-824)
- POR: July 1, 2024 through June 30, 2025. AD order 67 FR 44175 (July 1, 2002). Review initiated August 22, 2025 (90 FR 41043) on Cosmo, Chiripal, Ester, Garware, JPFL, Polyplex Corp, SRF, and Vacmet.
- Respondents: Polyplex Corp and SRF selected as mandatory respondents. Review rescinded for Cosmo, Chiripal, Ester, Garware, Vacmet, and Polyplex Corp after timely withdrawals (JPFL was also among those the petitioner withdrew). Only SRF Limited remains.
- Preliminary AD margin: SRF Limited 0.61% (above the 0.50% de minimis threshold). AD all-others rate continues at 5.71%.

- Partial rescission: nine companies (Chiripal Poly Films Limited; Cosmo First Ltd.; Ester Industries Limited; Garware Hi-Tech Films Limited; Garware Polyester Ltd.; Jindal Poly Films Ltd.; JPFL Films Private Limited; Polyplex Corporation Ltd.; Vacmet India Ltd.), assessed at the deposit rate at entry. Non-reviewed firms keep their existing CVD deposit rate.

AD and CVD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries can still be drawback-eligible when merchandise is exported or destroyed and the claim otherwise qualifies. See AD/CVD drawback exclusion.

- SRF PET film importers: model combined AD (0.61% prelim) and CVD (3.98% prelim) exposure against deposits paid; do not change deposits until finals.
- Other suppliers: confirm current company-specific or all-others deposits; rescinded firms are assessed at the deposit rate at entry.
