Scope summary

Subject merchandise is large diameter graphite electrodes of any length, finished or not, with nominal or actual diameter exceeding 425 mm (16.7 inches), of a kind used in furnaces, plus graphite pin joining systems with minimum diameter 228.6 mm (9 inches) at the widest transverse cross-section. Country of origin is the country of graphitization. Excluded: electrodes already subject to the Small Diameter Graphite Electrodes from China AD order via the Jilin Carbon 17-inch circumvention determination (74 FR 8775; 78 FR 56864). Also excluded: certain TES graphite blocks meeting the CTE, density, dimension, and hole criteria in the notice, plus smaller TES blocks, anchors, and pins under the stated CTE/density/size thresholds.

Drawback note

No AD/CVD order exists yet. Provisional AD/CVD cash deposits are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties on the same entries can still qualify when merchandise is exported or destroyed (or used to manufacture exported goods) and the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim.

Action items

  • Track the ITC calendar: steel (EAF) producers and electrode importers should diary the January through March 2027 briefing and hearing dates.
  • Keep provisional deposits in landed cost: China AD provisional measures now run up to six months while the final is pending.
  • Confirm origin and exclusions: check graphitization country of origin, SDGE China order overlap, and TES block exclusion criteria.
