Two CSMS messages pin the broker-facing slice of the FY2027 COBRA fee update. CSMS #69847323 (Sept 21, 2026) confirms the Customs Broker Permit User Fee moves from $185.38 to $190.88 effective October 1, 2026. CSMS #70086122 (Oct 1, 2026) confirms ACE CATAIR Entry Summary Create/Update was refreshed with the FY27 COBRA fee table.

Update permit-billing templates, ACH/wire instructions, and any internal fee calculator that still hard-codes $185.38. The CSMS does not change the CY27 due date; that still waits on a separate FR notice. Do not invent a due date from the fee-amount notice.
ACE CATAIR Entry Summary Create/Update (CSMS #70086122)
On October 1, 2026, CBP posted an updated ACE CATAIR Entry Summary Create/Update under the Chapters: Current Capabilities tab, with FY27 Customs COBRA user fees and limitations. Adjusted amounts are effective October 1, 2026. Technical questions go to your assigned Client Representative; Entry Summary Accounts & Revenue Division (ESAR) is at esar@cbp.dhs.gov.
Pull the refreshed CATAIR chapter, confirm fee edits in CERT/PROD match 91 FR 48398, and smoke-test entry summaries that hit MPF min/max and other COBRA fee fields. Brokerage invoice systems and the ACE fee table should say the same thing on the same day.
Drawback angle
COBRA fee inflation itself is not a drawback event. MPF and HMF recovery still rides on eligible drawback claims where those fees were paid on qualifying imports. Broker permit user fees are a licensing cost, not an entry duty or fee you reclaim through a drawback claim. Keep the two buckets separate in your refund estimates.
