CBP is moving organization broker license applications fully into the eCBP portal. As of September 30, 2026, organization license applicants must complete and submit applications and associated fees through eCBP. Hand-delivered, mailed, or emailed organization license applications on or after that date are returned for eCBP submission.

CSMS #70013692 is the operational notice. Paper and email remain available only until the cutoff. After September 30, the portal is the filing path.

What changes on September 30

  • Portal filing required: Organization license applicants complete and submit applications and associated fees through the eCBP portal.
  • Non-portal filings returned: Applications hand-delivered, mailed, or emailed on or after September 30, 2026 are returned for eCBP submission.
  • Same Login.gov identity: Log in with the same Login.gov account used for the Customs Broker License Exam application.
  • Card payments, electronic receipts: eCBP accepts credit and debit cards. No additional payment fees. Receipts are electronic.
  • No queue jump: The change in submission method does not confer any processing-position benefit. eCBP submissions join the existing application queue.

Where to go and who to call

Start on the eCBP Broker homepage for FAQs and Quick Reference Guides. Policy questions on organization license submission go to the Broker Management Officer at the application processing location. Contact information by location is on the CBP Customs Brokers webpage.

Technical questions on the eCBP portal go to the RevMod Service Desk (RMSD) at revmodservicedesk@cbp.dhs.gov or 1-800-366-8732 Ext 4670.

Do not wait for a paper confirmation path

After September 30, 2026, the only accepted submission path for organization broker license applications is eCBP. Build Login.gov access and card-payment readiness before the cutoff so a returned paper or email package does not push you to the back of a queue you already thought you had joined.
