Drawback bond errors just went fatal: what accelerated payment filers must fix
Bond validations that used to warn now kill Accelerated Payment. The CSMS code list and what to verify before you transmit.
On June 16, 2026, CBP flipped a set of drawback bond validations from Informational to Fatal. CSMS #68974644 is short, but the cash-flow impact is not. A Fatal error removes Accelerated Payment (AP) from the claim.
If your program depends on AP to fund working capital while claims wait for liquidation, bond cleanup is no longer a backlog item. It is a pre-transmit control.
What "Fatal" means for accelerated payment
Informational messages can be easy to ignore in a busy filing queue. Fatal messages are not. CBP's reminder in the CSMS is explicit: an Accelerated Payment is removed from the claim if a Fatal error is generated.
That does not automatically mean the underlying drawback claim is worthless. It does mean you lose the accelerated refund path until the bond condition that triggered the Fatal error is fixed and the claim is in a state ACE will accept for AP.
For many mid-market importers, AP is the difference between "drawback is a financing tool" and "drawback is an accounting curiosity." Treat these codes as cash controls.
A Fatal bond error does not just decorate the reject report. It strips Accelerated Payment from the claim.
The codes CBP moved to Fatal
CSMS #68974644 lists the following error codes as updated to Fatal:
- 003: Invalid or Inactive Surety Code
- 004: Inactive or Terminated Bond
- 008: Not Authorized Accelerated PMT (AP)
- 082: Invalid Bond Number
- 124: Bond Detail Not Allowed Bond Waived
- 125: Not eligible to Waive Bond
- 285: Invalid Bond Type Status
- 286: Invalid Bond Designation
- 287: Bond Insufficient
- 144: AP Not Allowed Pending Ruling or Pending CID
- 566: Bond not in Effective Period
- 589: Surety CD Mismatch for Drawback Bond
Read the list as a map of failure modes: surety status, bond life cycle, AP authorization, waiver misuse, designation, amount, pending ruling or CID blocks, effective period, and surety code mismatch.
Effective context: On June 16, 2026, CBP deployed updates changing listed bond errors from Informational (I) to Fatal (F).
Consequence: Accelerated Payment is removed from the claim if a Fatal error is generated.
Practical checklist before you request AP
1. Surety is active
Confirm the surety code on the drawback bond is valid and active. 003 and 589 both point at surety identity problems. If you changed sureties, updated bond riders, or inherited a legacy bond record, reconcile the ACE bond profile to the paper or electronic bond facts before filing.
2. Bond is effective, not terminated
004 and 566 catch inactive, terminated, or out-of-period bonds. AP claims filed against a bond that has not started, has ended, or was terminated will fail. Build an effective-date calendar into claim batching.
3. AP is actually authorized
008 is the blunt instrument: Not Authorized Accelerated PMT. Privilege status, bond setup, and claim packaging all have to support AP. Do not assume a historical AP pattern still holds after bond or importer-of-record changes.
4. Bond amount is sufficient
287 Bond Insufficient is the classic underbond. Accelerated payment exposure has to fit the bond. If claim volume grew, duty rates rose (including 301 or other additional duties on eligible claims), or multiple open AP claims share the same bond capacity, recalculate before transmit.
5. Designation and type are correct
082, 285, and 286 cover invalid bond number, invalid bond type status, and invalid bond designation. These are often data-entry or master-data defects: wrong bond number transcribed into the claim, wrong bond type for drawback, or a designation that does not match how the bond was written.
6. Do not misuse bond waiver
124 and 125 police waiver logic: bond detail not allowed when the bond is waived, and not eligible to waive bond. If your process still carries obsolete waiver assumptions, strip them.
7. Clear pending ruling or CID blockers
144 blocks AP when a pending ruling or pending CID makes AP not allowed. That is a process gate, not a bond typing error. Coordinate with the drawback specialist before you keep retransmitting for AP.
How to operationalize this in one week
- Inventory open AP claims and map each to bond number, surety, effective dates, and bond amount.
- Run a dry validation against the Fatal code list in your ABI or software reject simulator if available.
- Fix master data first (surety, bond number, designation, effective period), then recalculate sufficiency.
- Document AP authorization for each importer of record and claim program.
- Update the Drawback Error Dictionary reference from CATAIR Supporting Documents so operations and IT use the same definitions.
CBP points filers to the Drawback Error Dictionary in the Supporting Documents section of the CATAIR. Use that dictionary for the current text of each code, and use CSMS #68974644 for the Fatal severity change and AP consequence.

Accelerated payment and bond practice sit inside the modernized drawback framework in 19 CFR Part 190. When you update SOPs, cite the specific Part 190 sections your counsel or broker confirms for your claim types and privileges. Do not paste generic bond language from older Part 191 workflows without checking current Part 190 requirements.
What to tell finance when AP disappears
When a claim loses AP because of a Fatal bond error, finance often hears "CBP rejected the drawback." That summary is too crude. Distinguish claim acceptance problems from AP removal. The claim may still proceed on a non-accelerated path while the bond defect is repaired.
Give finance three dates: when the Fatal error hit, when the bond or privilege fix is expected, and whether a non-AP refund timing assumption should replace the AP cash forecast.
Common root causes behind the Fatal list
- Surety transfers that never updated ACE surety codes.
- Continuous bond riders that changed amounts without refreshing drawback designation fields.
- Importer-of-record reorganizations that left AP privileges on the retired IOR.
- Claim batches that exceed remaining bond capacity after duty-rate spikes.
- Template claims that still send waived-bond detail on bonds that are not waived.
- As of June 16, 2026, listed drawback bond validations are Fatal, not Informational.
- A Fatal bond error removes Accelerated Payment from the claim.
- Watch codes 003, 004, 008, 082, 124, 125, 285, 286, 287, 144, 566, and 589.
