Chromium trioxide from India and Türkiye: final LTFV and India CVD

Commerce issued final affirmative LTFV determinations on chromium trioxide from India and Türkiye, plus a final affirmative CVD determination for India. ITC injury determinations are still required before any AD/CVD orders. Cash deposits continue under suspension of liquidation as described in each notice. All three notices are applicable October 8, 2026.

Upon publication, Commerce instructs CBP to require a cash deposit equal to the estimated weighted-average dumping margin (14.44% for Vishnu Chemicals and All Others). Commerce continued to compute the export-subsidy-adjusted rate (11.82%), but because provisional CVD suspension has been discontinued, Commerce is not instructing CBP to collect cash deposits based on that adjusted rate at this time. If the ITC makes a final affirmative determination of injury due to both dumping and subsidies, the cash deposit rate will be revised effective on the date of publication of the ITC's final affirmative determination to the company-specific estimated weighted-average dumping margin adjusted for export subsidies (11.82%).
