Vietnam jumbo-roll circumvention (tissue only)

On June 4, 2026, Seaman Paper Company of Massachusetts, Inc. requested a circumvention inquiry alleging that tissue paper completed in Vietnam using jumbo paper rolls manufactured in China circumvents the China tissue paper AD order. Vietnam Glitter Company Limited and Vietnam Glitter Celebration Company Limited (collectively, Vietnam Glitter) filed opposition comments on June 17, 2026. Target General Merchandise, Inc. filed opposition comments on July 7, 2026 and additional adequacy comments on July 17, 2026. Commerce initiated a country-wide circumvention inquiry covering tissue paper completed in Vietnam using Chinese-origin jumbo paper rolls and subsequently exported to the United States (applicable August 6, 2026).

Commerce continues suspension of liquidation for entries already suspended under the order and applies the cash deposit rates that would apply if the products were covered. Affirmative preliminary or final determinations follow 19 CFR 351.226(l) suspension and deposit rules. Unless rescinded or extended, Commerce intends a preliminary determination no later than 150 days after initiation publication (by our count, January 3, 2027) and a final within 300 days (by our count, June 2, 2027).

Drawback note

AD duties are not drawback-eligible (19 U.S.C. 1677h). Ordinary customs duties may qualify when merchandise is exported or destroyed, or used to manufacture exported goods (for example magnesium used in exported alloy products), if the claim otherwise qualifies. See AD/CVD drawback exclusion and how to file a duty drawback claim.
