CBP published a 30-day Paperwork Reduction Act notice for the Entry information collection (OMB Control Number 1651-0024; Forms 3461 / 3461 ALT). Publication date October 1, 2026 (91 FR 62538; FR Doc. 2026-20170). Comments are due by November 2, 2026 via www.reginfo.gov/public/do/PRAMain.

This PRA revision packages GBI expansion (Intermediary and Source party types, one-or-more identifier flexibility, planned Altana ID) with a voluntary ACE informal mail Entry Type 13 test for shipments of $2,500 or less.

What Forms 3461 still do

Forms 3461 and 3461 ALT remain the source documents for entry under 19 U.S.C. 1484 and immediate delivery under 19 U.S.C. 1448(b) (see also 19 CFR 142.3, 142.16, 141.22, 141.24). ACE Cargo Release lets ACE entry summary filers submit release data in lieu of Form 3461. A prior 60-day PRA notice published July 1, 2026 (91 FR 40021).

Recently approved: GBI expansion and related updates

  • New optional party types. GBI expands beyond Manufacturer, Shipper, Seller, Exporter, Distributor, and Packager to add Intermediary and Source, plus optional free-text fields for party descriptions.
  • Identifier flexibility. Filers may submit one or more of LEI, GLN, or DUNS for a supply chain entity, instead of all three. Enrollment records can be modified to update or add GBI numbers.
  • Planned Altana ID (ALTA). CBP has initiated ACE programming to add the Altana ID alongside existing GBI identifiers; no defined completion timeline in the notice.
  • Russian sanctions EO 14114. New data elements tied to Executive Order 14114 (Dec 22, 2023), with Form 3461/3461 ALT instruction updates for those fields.

New proposed: voluntary Entry Type 13 mail test

CBP proposes a voluntary ACE informal mail Entry Type 13 test for shipments valued at $2,500 or less sent via mail. ET-13 is an electronic alternative to the interim informal mail process in 19 CFR 145.12(b), including a path for low-value mail that needs PGA data or duties outside Chapters 1–97 HTSUS. Required data elements include filer code, IOR number, description, country of origin, 10-digit HTS, quantity/weight if specific rates apply, duty rate, value, total duty, carrier name, foreign post tracking number, and arrival port. Why drawback and entry teams should comment

GBI party types and identifier flexibility change what you can put on the release/entry record for supply-chain traceability. Cleaner upstream party data helps later matching for drawback claims even when GBI itself is optional. ET-13 expands electronic informal mail filing; keep that channel separate from formal drawback-eligible commercial entries unless your counsel says otherwise. Comment through Reginfo by November 2, 2026 if the burden estimates or data elements affect your ACE workflow.
