Commerce preliminarily finds that compacted graphite iron (CGI) brake drums from China are later-developed merchandise circumventing the AD and CVD orders on certain gray cast iron brake drums from China. The notice is applicable September 22, 2026 (91 FR 60082; FR Doc. 2026-19372). Cases A-570-174 and C-570-175.

What is in the circumvention inquiry

Inquiry merchandise: CGI brake drums with an actual or nominal inside diameter of 14.75 inches or more but not over 16.6 inches, weighing more than 50 pounds, produced in China and exported to the United States (including, for example, model M328D557 produced by PanAsia CVS (HK) Limited).

The underlying Orders cover certain brake drums made of gray cast iron in the same ID and weight band. Commerce initiated this country-wide circumvention inquiry under section 781(d) on January 27, 2026, in response to a request from Webb Wheel Products, Inc.

Under 19 CFR 351.226(l)(2), Commerce will direct CBP to suspend liquidation of unliquidated entries of CGI brake drums from China entered, or withdrawn from warehouse, for consumption on or after January 27, 2026, and to collect estimated AD/CVD cash deposits at the rates applicable to the brake drum Orders. Suspension and deposit requirements remain in effect until further notice.

Case briefs: 14 days after publication

Case briefs or other written comments are due no later than 14 days after publication of this notice. Rebuttal briefs, limited to issues raised in case briefs, may be submitted no later than seven days after the case-brief deadline.

This notice does not republish other company rates beyond the China-wide AD and all-others CVD figures cited for deposit instructions. Use company-specific rates from the Orders when they apply. AD/CVD deposits and assessed duties remain generally outside drawback (AD/CVD drawback exclusion).
